Legislature passes Toni Atkins bill to aid transgender Californians with name changes, identity documents

SACRAMENTO, Calif. -- Assembly Bill 1121, authored by Assemblymember Toni Atkins and co-sponsored by Equality California and the Transgender Law Center, passed the Assembly on Friday by a bipartisan vote of 56-18, with an official vote count pending.

The bill will help ensure people who are transgender have better access to legal name changes and identity documents that accurately reflect their gender identity. The bill now goes to Gov. Jerry Brown’s desk.

Social Security Administration updates transgender policy

WASHINGTON — The Social Security Administration (SSA) today issued new regulations updating the standard for changing an individual’s gender marker in Social Security records.

The updated policy recognizes that transition-related care involves decisions made between a transgender person and their doctor therefore is different for each person.

The SSA policy now permits a transgender person to change their gender marker upon submission of one of the following types of documents:

California bill would protect transgender students

SACRAMENTO, Calif. -- Assemblymember Tom Ammiano has introduced the School Success and Opportunity Act, Assembly Bill 1266, co-authored by Sens. Mark Leno and Ricardo Lara. The bill will ensure that California public schools understand their responsibility for the success and well-being of all students, including transgender students, and will allow transgender students to fully participate in all school activities, programs, and facilities.

Title VII protects transgender employees, EEOC declares in historical ruling

WASHINGTON – In a landmark ruling, the Equal Employment Opportunity Commission (EEOC) announced late Monday that Title VII, the federal sex-discrimination law, protects employees who are discriminated against because they are transgender.

In its unprecedented 5-0 decision, the EEOC concluded that “intentional discrimination against a transgender individual because that person is transgender is, by definition, discrimination ‘based on … sex’ and such discrimination … violates Title VII.”

Transgender woman settles suit against San Francisco DMV

SAN FRANCISCO -- Transgender woman Amber Yust of San Francisco has settled her privacy and civil rights lawsuit with the San Francisco Department of Motor Vehicles.

In October 2010, a DMV employee, who had a known history of denying equal service to transgender customers, retained Yust's personal information through his employment at the DMV. The employee then used the information to send her materials condemning her transgender status, and calling for homosexuals to be "put to death."

Toni Atkins bill passes California Assembly

SACRAMENTO – The California State Assembly on Monday passed the Gender Nondiscrimination Act (AB 877) with bipartisan support by a 54-24 vote.

The bill is authored by freshman Assemblymember Toni Atkins (D-San Diego) and is sponsored by Equality California and the Transgender Law Center. The state Senate will now take up the bill.

AB 887 will strengthen employment, housing, and other civil rights protections for all Californians, especially those who face discrimination based on gender identity and expression.
