The SB386 bill allows state voters to amend the state constitution to legalise iGaming. SB386 bill will require bettors to be a minimum of 21 years to participate in gambling within the state. The bill also empowers California Lottery Cooperation to supervise gambling activities within the state. The process involved in passing this bill is as follows;

  • Introduction of the legislation or bill: This involves the introduction of the bill to legalize and regulate iGaming;
  • Committee review: Relevant committees debate the bill before it is brought to the House;
  • Floor votes: Once the bill is brought to the house in the two chambers, the house votes on it to decide whether it should be adopted.
  • Constitutional amendment: If the bill involves constitutional amendment, then a state referendum would be conducted by the state, with voters in the state deciding if there should be constitutional amendment or not;
  • Governor approval: The governor officially signs the legislation once all the processes have been completed.

Note that the bill will have to pass through California’s two legislative chambers. The bill’s passing was largely influenced by the state of California’s public, with many lawmakers pandering to the tone of constituency members, who are majorly for expansion.

Legalizing gambling in the state is expected to boost the state’s socioeconomic status. By generating a $ 1 billion socioeconomic impact that would boost the state’s economic life. The revenue generated could be used to upgrade the public, such as building roads and schools.

According to a report, sports gambling generated a whopping $ 21 billion in revenue from $ 250 billion in betting wagers, with states like New York and Nevada driving this revenue turnover.
